Reading and writing 'legacy' file formats

Is there a way to read or write to legacy file formats? Such as what BBC micro or c64 used?

http://www.root.org/~nate/c64/x1541.html show legacy drive connecting to pc.

Do you mean file formats or disk formats? Your question refers to the former, but the linked article talks about the latter.

Why can't cant disk formats be read written to?
